What Do We Know About School Segregation?

Several recent studies have been released questioning the extent of resegregation in US public schools.  A study published in the American Educational Research Journal this spring examined schools in metropolitan areas and found modest increases in integration over the last decade with increasing shares of segregation between non-white groups (as compared to segregation between whites and nonwhites).  More recently, Sean Reardon and Ann Owens argued that there has been little change in overall segregation, though variation exists between groups, regions, and other factors. Finally, in a new study out in American Sociological Review that has attracted popular attention, Jeremy Fiel argues that the declining percentage of White students and between-district segregation are causes of minority students’ lower exposure to White students.  Last year, researchers at the Civil Rights Project found increasing segregation and racial/poverty concentration for Black and Latino students and high isolation for Whites, although this too varied across contexts.

How to make sense of these different findings?  Fiel frames the argument as a tension between exposure and imbalance.  The calculation of racial exposure (as is the case with another measure, racial concentration) of one group to another is influenced by the percentage of each group in the overall enrollment, which is why it may be less preferred in examining trends over time.  Yet, despite the sensitivity to group changes, it provides important substantive information: it tells us about the experience of the “typical” student of a given racial group.  Measures of racial imbalance (also referred to as measures of evenness) are not as sensitive to these population changes, and one of the more popular measures of imbalance allows for calculations of multigroup segregation.  Yet, if all schools were balanced in a district that is 90% Black and Hispanic, we would calculate low segregation according to balance and miss the fact that the students in these schools have very low exposure to White and Asian students—which, using exposure or concentration, would look more segregated.

As our nation and particularly our public school enrollment gets more demographically complicated, the segregation measures used in many southern court desegregation cases, for example, are less likely to completely assess contexts that have three or more racial groups.  I have argued elsewhere that our conceptualizations of school racial context should be more dynamic as schools seem sensitive to relatively small percentages of Black and/or Hispanic students.  Schools that are diverse and stable are likely to be quite different from schools that are in the midst of racial transition in ways that affect the school environment.  Other research finds that the identity of the racial groups in multiracial settings also matters. In other words, there are many ways to measure segregation, and because of the various factors that impact segregation—district policy efforts, changing racial composition, residential segregation, and so on—using multiple measures can give us different ways of understanding this complex issue.  Further, these different dimensions of segregation may imply varied policy solutions.

What should we do about this? Given the considerable consensus of research finding that racially isolated minority schools tend to provide fewer educational opportunities for students and the short- and long-term benefits of diverse schools for students of all races, here are a few brief suggestions for policymakers and practitioners.

  • It is a multiracial world, and studies and discussions about segregation need to look at segregation between Whites and multiple non-White groups as well as segregation within non-Whites.  Likewise, using multiple measures will enhance understanding of the multi-dimensional nature of segregation, and increase the likelihood that policy solutions will best address a particular district or metropolitan area’s segregation patterns. For example, many of these studies and others find that there were different patterns of segregation in more diverse metropolitan areas.
  •  Segregation existing between districts is a serious issue. Much of these new studies and other research as well finds that, in particular, as suburbanization occurs, sorting is happening between suburban communities and districts by race and class, replicating segregation on a wider geographic scale. Thinking about districts and student assignment on a more regional basis can help to overcome these boundary-related segregation patterns. Research on interdistrict voluntary desegregation plans finds them to be successful for students’ outcomes and incredibly popular.
  •  Over the last two decades, school choice has rapidly increased, and some of these studies have noted the contribution of charter schools has become increasingly important. Further, Whites remain the most isolated racial group of students, and their lack of exposure to other groups may have important long-term implications for their post-high school integration experiences.  In particular, they may be more likely to use residential choice or school choice to attend homogeneous schools, so evaluating the effect of school choice polices should become an essential part of their continued development and implementation.

Each and Every Child: Reflections on the Equity and Excellence Commission’s report (part 3)


In April, I wrote about the Equity and Excellence Commission’s report to Arne Duncan, “For Each and Every Child: A Strategy for Education Equity and Excellence.” The report is broken into five sections: equitable school finance; teachers, principals, and curricula; early childhood education; mitigating poverty’s effects; and accountability and governance. Here, I will focus on the final three sections.

While speaking at the Center on Budget and Tax Accountability’s conference, at which the Equity and Excellence’s report was presented, Pasi Sahlberg stressed the importance of focusing on early childhood education and intervention—a key strategy pursued by Finland in its attempt to improve educational outcomes. Research has demonstrated the importance of early childhood education and interventions, such as Head Start, for examples see here, here, and here. The Equity and Excellence report states: “If we know anything about learning, it is that the years from birth to age 5 are crucial in every child’s life” (pp. 28). Investing in early childhood interventions, especially for children from low-income backgrounds, has been shown to improve student achievement, reduce the need for special education interventions, and reduce the crime rate (pp. 28).  However, it is important to note that simply providing an early childhood intervention does not yield huge benefit (pp. 28-29). An obligation of policy makers concerned with improving social and academic outcomes, must be ensuring that early childhood interventions are high-quality and staffed with highly effective teachers with specialized training in early childhood teaching. Simply providing early childhood interventions without enforcing a certain standard of excellence is only a half-measure. The Equity and Excellence report calls for massive federal investment in “high-quality” early childhood programs; but most importantly, it calls for aligning funded programs with research-based interventions (pp. 28-29). Too many educational interventions are pursued because they are trendy or ideologically aligned with policy makers while lacking a consensus of the research community on the effectiveness of such programs. Early childhood education is an opportunity for policy makers to pursue massive investment and reform while making research-informed decisions about how to target their investments. 

There is no doubt that poverty has an impact on students, schools, and districts—but if you need convincing look here, here, and here. In the United States, 22% of students live in conditions of poverty and nearly half qualify for free or reduced price lunches (a measure typically used in educational research as a proxy for low-income). Poverty is an incredibly complex and pervasive issue, as such, there is no simple solution; however, this report suggests a multi-pronged which targets the symptoms of poverty rather than addressing the issue of poverty itself. The steps suggested by the commission attempt to mitigate the effects of poverty, such as: improving parent engagement and education, meeting community health needs, extending learning time, and targeting/supporting students “at-risk” (pp. 32) of dropping out. While these steps attempt to mitigate the effects of poverty and improve academic outcomes for students from low-income backgrounds, none of the steps aim to actually reduce poverty itself because none focus on the root causes of, or the mechanisms that perpetuate poverty.

The structure of educational governance in the United States was created to address the needs of the 19th century. The funding and educational operations are primarily states’ responsibility, falling under the powers “reserved to the States” under the Tenth Amendment. Through federal funding of programs such as the Education and Secondary Education Act or the Individuals with Disabilities Education Act, the federal government is able to exert some control of local education agencies. Through this funding the federal government is able to leverage some control over local educational agencies. This has resulted in an emphasis by the federal government on completing bureaucratic checklists rather meeting meaning goals (pp. 34). In order to seriously address concerns about equity and excellence, this report suggests several ways to rethink the current approaches to governance and accountability. First, the commission recommends aligning coordination between local, state, and federal governance structures to allow a more focused approach to addressing equity concerns. An example of this coordination can be seen in the development of the Common Core State Standards. Second, initiatives to improve diversity and equitable access to educational resources have largely been a focus of the federal government (e.g. desegregation or the Individuals with Disabilities Education Act); in order to improve equitable outcomes the federal government should incentivize states and districts to pursue policies that improve diversity and equitable access to resources. Third, the commission recommends that states develop mechanisms to intervene on behalf of schools and districts are unable to provide the fiscal investments or academic outcomes necessary for student success. Finally, the commission recommends rethinking both what accountability is and how it is enforced - stressing the importance of fairness and transparency.

This report addresses five pressing concerns in educational policy and recommends approaches to improving equity and excellence for each and every student. I applaud the commission’s emphasis on utilizing research-aligned interventions and focus on improving outcomes for students from low-income backgrounds. I applaud the report for the steps it suggests for improving outcomes and its willingness to take on big issues like poverty and inequitable funding; however, I worry that this report does not go far enough and until we, as a nation are willing to address not just educational outcomes, but the systemic societal inequities that result in inequitable educational outcomes, we will be treating the symptoms while ignoring the disease.

What should the role of the federal government be in addressing issues of equity in education? Does this report go far enough, too far? I invite comments and a continuing dialogue on these important issues.

Policy Interventions or Political Posturing?

National Journal posed the following question, to which Forum Director Chris Lubienski responds:

House Majority Leader Eric Cantor, R-Va., last Friday visited a private Catholic school, St. Mary's Academy in New Orleans, for a tour and a discussion with local education officials and families. The purpose of the visit, (gumbo and sazerac aside) was to promote Louisiana Gov. Bobby Jindal's education agenda, much of which has landed in court. "We want to explore what has been gained in terms of experience to see how we can learn from this at the federal level," Cantor said after the event.
Jindal, a rising star in the Republican party, last year announced an ambitious education plan for Louisiana that has been cheered by school choice advocates and booed by teachers' unions. The plan forms a virtual battleground for a difficult education debate in a state whose schools are ranked among the very worst in the country. Louisiana is the perfect place for radical school proposals, and Jindal doesn't shy away from the task. His plan includes private school vouchers, severely weakened teacher tenure, and fast-tracking for charter schools.
Last week, a Louisiana court threw out Jindal's teacher tenure evaluation measure, saying it violated the state constitution because it contained too many unrelated provisions. Late last year, the same court said the voucher program was unconstitutional because it diverted local tax dollars to private schools.
Jindal is unbowed by the setbacks. "When we embarked on this path of reform, we knew this would not be an easy fight because the coalition of the status quo is entrenched and has worked to hold Louisiana teachers and students back for decades," he said in response to the most recent court ruling.
American Federation of Teachers President Randi Weingarten cheered the ruling, saying elected officials can't force radical changes on the education system without consultation and deliberation. The court decision "should be a wake-up call to so-called reformers determined to ram through top-down dictates that undermine the voice of educators and public schools at all costs," she said.
What does Jindal's plan--and Cantor's interest in it--signify about Republicans' views on education? What is the impact on the public school system from school choice initiatives like Jindal's? What is the impact of eliminating the benefits of teacher tenure? Is it a direct attack on the teachers unions? Where can Democrats find common ground with Republicans in this conversation?
Dr. Lubienski's response:

Poor John White.  The Louisiana Superintendent’s efforts to do right (at least in his mind) by the state’s school children has earned him substantial credibility with the current crop of education reformers around the country.  But he also serves a governor who seems more intent on positioning himself with the right-wing of the GOP for a presidential run than on having a lasting beneficial impact on education in the Bayou state.

His boss, Governor Bobby Jindal has been causing quite a commotion, in the schools and in the courts.  He has tried to deepen and accelerate the market-oriented reforms that proliferated in post-Katrina New Orleans, expanding them across the state.  Jindal’s plan for education reform has a number of elements, but centers on:

·       expanding Louisiana’s voucher program statewide to students at more public schools
·       growing the supply-side by inviting more groups (including businesses) to provide education services
·       opening up more opportunities for “high quality charter operators” with “proven track records” to get established (so much for the local, independent “mom-and-pop” start-ups)
·       and, of course, cultivating a teacher labor market by undercutting tenure and salary scales, giving more authority to employers, and tying teachers’ value to students progress.

But then a Republican-appointed judge throws out the tenure reforms on a technicality, and rules that the voucher program undercut local control of public education resources. 

Is that a problem for the Jindal education agenda?  Hardly.  After all, the point isn’t to get these things implemented in order to improve the education of Louisiana kids.  Indeed, there’s precious little clear and compelling evidence that things like vouchers, monetary incentives for teachers, or even charter schools necessarily raise achievement for students (consider the continuing widespread failure in RSD), much less that scaling-up even these programs will work with a wider population. 

Instead, the Jindal education agenda appears to be more about positioning the governor as the standard bearer for ALEC-inspired education reforms, probably in preparation for a run for national office where he’ll need the support of influential and well-heeled conservative groups.  In that sense, it doesn’t matter if these measures “work,” or even if they’re implemented, but only that his proposals demonstrate superior commitment to the cause of attacking unions and elevating market mechanisms.

In that regard, Eric Cantor’s recent visit was likely to produce more in the way of political insights into Jindal’s electability than any policy insights into the efficacy of these programs. 

Meanwhile, as the political circus proceeds through Baton Rouge, and his boss engages in political posturing, John White has a lot of kids in need of a better education.

Whose Opinions Count in Educational Policymaking?


Currently in the U.S., major educational reforms are being incentivized, which has effectively created pressure to innovate.  For instance, Race to the Top, a four-plus billion dollar federal competition sponsored by the U.S. Department of Education, has been designed to advance major, specific policies across the states (Race to the Top Fund, 2012).  Related, a narrative of U.S. educational crisis, whether or not it is overstated or dubious, continues to hold sway in many circles.  A crisis, real or manufactured, presents opportunity for would-be reformers.  As such, some individuals and organizations may be advancing their policy agendas by engaging media through individuals who possess little or no educational expertise. 

With this in mind, we (Malin and Lubienski, in review) became interested in assessing the relationship between expertise and media impact. To do so, we made use of two educational expert lists (Hess, 2012; and Welner, Mathis, and Molnar, 2012).  We treated educational press mentions, blog mentions, and newspaper mentions in combination as a dependent variable representing “media impact.”  Likewise, we treated four criteria— educational attainment, Google Scholar-listed publications, book points, and highest Amazon rankings— in combination as an independent variable measuring “expertise.”  We used linear regression to assess the strength and direction of relationships between these variables.

When these expert lists were combined, we found a non-significant positive relationship between our measure of expertise and our measure of educational impact (see figure below).  When we constrained our analysis to the NEPC list, however, expertise significantly predicted media impact.


We conclude that media impact is at best loosely related to expertise, which is troubling and points to the responsibility of the media to vet experts before citing them or their work.  Certainly, future research should be aimed at exploring and better understanding these relationships.  Perhaps most importantly, we join the growing chorus of individuals who seek to re-establish tighter relations between research, policy, and practice.  Education is immensely important and policy changes should be carefully discussed and weighed prior to implementation.  This is most likely to occur when individuals with educational expertise are positioned to inform the process.

China Bridge Delegation: Reflections On Educational Policy and Practice in China and the United States


From November 7-15, I traveled to China as part of the 2012 Chinese Bridge Delegation to China.   This was a unique opportunity to visit Chinese schools, dialogue with teachers and educational leaders, and learn firsthand about contemporary Chinese educational policy and practice. My perceptions remain fresh and unrefined, yet I would like to share a few thoughts:

First, regarding Chinese policy, it was reported to us that new curricular reforms are intended to produce more hands-on, experiential learning.  Further, they aim to develop students’ critical/analytical and communicative/collaborative skills.  Interestingly, Chinese leaders articulated the importance of developing the “whole child,” although we suspected certain differences in how we define these and other terms. Importantly, all delegates were left indelibly impressed that the Chinese view a strong education system as critical to individual and collective success.

With respect to Chinese practice, our observations suggest these goals are not yet fully reflected in practice; classroom instruction tended to be teacher-directed and linear.  For instance, in a Primary Art class, approximately 35 students sat in rows and followed along as their teacher worked step by step, engaged in Jhianzhi (paper cutting).  By contrast, some American educators (classroom observers) immediately began folding and cutting the paper as they desired, with no reference to the classroom directions.  Even the ‘play’ that we observed in morning exercise on the playground was organized and structured according to class, with a prescribed group activity set for each.  Altogether, I perceived that certain reforms are “easier said than done” as they require shifting educators’ mindsets and gradually developing certain skills.  Potentially, logistical changes (e.g., smaller class sizes) may be important as well.

Still, Chinese policies and practices are interesting when juxtaposed against what is occurring in the United States.  From an international comparative perspective, it would appear that we are advantaged in certain key areas, and disadvantaged in others.  Moreover, in my view, some areas of U.S. educational advantage may be weakening as direct or indirect effects of current policy in each nation. 

For example, I am concerned about the implications of curricular narrowing in the U.S. (a function of NCLB).  Some argue that the U.S. system has historically shown relative strength in its development of creative/innovative, critical thinking adults.  This, in turn, has contributed to American economic prosperity.  Recent policy, however, has caused many educators to “teach to the test” and administrators and officials to alter instructional programming toward items and areas that are measured by state-required tests.  Arts programs, for instance, have been cut and recess time decreased or eliminated in many places.  Beware:  such measures may create a context less conducive to creative and interpersonal development.  This, in turn, may ultimately amount to an unwise squandering of international educational strength/advantage, at the same time that Chinese educators and policymakers wisely pursue opposite aims.

Another area of Chinese advantage (or disadvantage, depending ultimately upon the efficacy of reforms) lies in its ability to quickly and sweepingly reform its systems.  In the U.S., it is much more difficult to make fundamental changes; the U.S. system is layered and complex, with multiple powerful players and stakeholders involved.  In China, structure and hierarchy are clear, and reform documents have immediate and far-reaching impacts. 

Lastly, I left with strengthened conviction that the study of Chinese language and culture should occur in American schools.  The school district in which I work includes Chinese programming, including a partial-immersion program.  It is heartening to learn that the study of Chinese in U.S. schools has markedly increased (see here); however, the Chinese students’ study of English still positively dwarfs the American study of Chinese – indeed, Jon Huntsman Jr. estimated that currently there are more English speakers in China than in the United States.

China, a nation “on the rise,” rightly views its educational system as central to its present and future.  It is crucial that American citizens and policymakers continue to view education likewise.  Moreover, it is essential that we pursue policies that not only aim to address perceived failings of our system, but that aim to nurture or grow our considerable strengths.

I am a proud union member

I stand with my unionized sisters and brothers, especially in Wisconsin, but everywhere where teachers and unions are under attack.

I am the lead union representative for more than 100 teachers in my school.

Today, all across the country, teachers are blogging their support for our unionized sisters and brothers in Wisconsin, and you can follow some of the results of that at EDUSolidarity

Today I want to tell you why I am proud to be a union member as well as a teacher.

I teach my students one period a day. We have 9, since some students take a zero period at 7:15 in the morning to squeeze in an extra course. Most of my students are sophomores, with at least 6 courses besides mine. I am only one of those responsible for helping them learn.

For me teaching is a collaborative effort. It includes not only those of us formally designated as educators, but all of the support staff as well.

Why are teachers unionized? Why do we insist on seniority being a major part of decision making about who stays and who goes?

Let's go back. Why are any workers unionized? Because without cooperation, without the support of a union, an individual worker is at a huge disadvantage in negotiating with an employer - that applies to working conditions, to compensation, to benefits. As an individual, one is negotiating from a position of weakness. As part of a larger group, there is more leverage, and thus less capriciousness and even maliciousness in how those in positions of authority can deal with one who lacks the protection of a union.

Nowadays we hear all kinds of statements about how seniority is keeping bad teachers and forcing good teachers out. Baloney. As a union rep I have helped move out bad teachers, teachers who were not good for the students. I ensured it was done fairly, that they had due process. That protects me and all the other teachers.

How do we determine an "effective" teacher anyhow? If we make it all about test scores we will cheat the students of a real education.

That's not the real issue. That is the rhetorical cover to replace more experienced teachers with noobies, largely over money. That's right. Over money.

Put all the pieces together.

We have Bill Gates saying that teachers don't really improve after their 3rd year. He says that additional degrees don't benefit the students by improving the teaching. Oh, and he wants to stop paying for years of service.

My base pay is twice that of a beginning teacher. Absent protections of seniority, how hard would it be for an administrator pushed financially to find an occasion to find me, and other more experienced teachers, less than effective so that s/he could replace me with two bodies, thereby saving money on the budget.

The workman of any kind is worthy of his hire. Some apparently don't believe that. They opposed raising the minimum wage, which is still far below what one needs to live. They want to pay less than minimum for teen-aged part-time workers.

If the mentality is only about saving upfront costs, then we may be penny wise and very pound foolish. In engineering, whether a nuclear reactor near Sendai or levees near New Orleans, failure to put enough resources in up front can lead to catastrophic failure.

The unwillingness to pay for the experience and quality of senior teachers leads to a constant turnover of younger, inexperienced teachers who are still trying to learn how to teach. While there may not be a catastrophe of the magnitude of Katrina, the loss of learning opportunities for our students is often irrecoverable.

I want to quote a dear friend, with her permission. Renee Moore is one of the most distinguished educators in the US. She is a former Mississippi State Teacher of the Year. She has sat on the boards of a number of key organizations, including the National Board for Professional Teaching Standards. She is a superb writer and speaker about education. She recently included the following words in an email a number of us received:
The seniority system was put in place in an attempt to end capricious, retaliatory firings and various shades of nepotism. Given the current status of our evaluation system, if administrators are going to use "keeping the most effective teachers" as justification for who goes and who stays, teachers and parents should unite to demand they be very transparent.


capricious - what did the principal have for lunch, or who from the Central office yelled at him today

retaliatory - Speak up, point out that this latest educational emperor is naked, and one might well be dismissed. Or if not dismissed, experience a retaliatory transfer, as happened to an outspoken teacher in DC who criticized the wrong-doings of one of Michelle Rhee's hand-picked principals. Even Jay Mathews, in general a supporter of Rhee, criticized her on this.

nepotism - too many people forget when school boards would hire people who were related to them by blood or political affiliation even if they were unqualified. Absent protections, qualified people would be forced out for the nephews and the political contributors.

Due Process - and transparency - things that unions can demand on behalf of their members, that individual teachers cannot.

On Thursday I have been invited to the premier of a film. It is titled “The Finland Phenomenon: Inside the World’s Most Surprising School System” and the viewing will be introduced by the Ambassador of Finland. 25 Years ago Finland did not do well on international comparisons. Now their schools are acknowledged as among the very best in the world. They take time to train their teachers, insisting on the equivalent of a masters degree. Oh, and their teaching corps is 100% unionized.

The current highest scoring state is Massachusetts. As my friend Diane Ravitch points out, it also has a unionized teaching corps.

Some want to take away collective bargaining rights completely. Others want to limit the rights severely, excluding working conditions and issue of assignments. These steps would deprofessionalize teaching, and then allow opponents to further demean those who teach, and justify further slashing their compensation and benefits.

My periods are 45 minutes each. For some of my students, that 3/4 of an hour is more time than they spend with their parents each day. Do you want that 45 minutes to be with a trained, caring adult, who is not constantly fretting over how to pay basic bills? Do you want the teacher able to concentrate on the task of teaching our young people, or do you want to force her to take a second job in order to make ends meet?

Teaching should be an honorable profession. For all the rhetoric that some offer about great teachers and the importance of teachers, their actions with respect to policy provide those paying attention a very different picture. They claim it is important to hold teachers "accountable" in many cases for things they do not fully control, but scream bloody murder at accountability for the criminal offenses of the financial sector that have helped create the financial crises that are being used as justification for attacking the unions and the benefits and the compensation of public employees, including teachers. They rant about bad teachers having tenure but say nothing about promoting generals who violate international and US law in their treatment of those detained under their custody. They want to examine everything about teachers to try to find an excuse to bash them further, to delegitimize them, but God forbid there be an honest investigation of the wrongdoings and dishonesties that involved us in conflicts abroad that by the time they are done will, according to Nobel winning economist Joe Stiglitz, cost this nation at least 2 TRILLION - maybe even 3 TRILLION - dollars.

We shift wealth to the already wealthy, who then balk at paying for public services, perhaps because they have become so wealthy and powerful they have the ability to purchase whatever they need - including the occasional judges, senators, congressmen and governors. And more. But teachers are greedy because we want to keep the pensions to which we agreed as a form of deferred compensation, for our willingness to be paid less than people with comparable educational background.

I am a teacher. I am by choice. I came to it late, but it is what I should do.

I am willing to make some sacrifices. We do not have children of our own, in part because I could not commit myself to teaching as I do with the attention I give my students, were I to have the responsibilities of a caring parent. I make less than I did when I worked with computers, and my hours are far longer.

Yet now some would want you to believe that my experience is not worth more compensation, that I should not be paid for the additional professional education I obtained AT MY OWN EXPENSE, and would be happy to see me replaced by two brand new teachers, in some cases with only 5 weeks of training and who are not committed to stay beyond two years, a period at the end of which they MIGHT be becoming good teachers.

I have worked in Maryland, which is unionized in its schools, and in Virginia, which as a right to work state BANS collective bargaining by public employees, although Arlington, where I live and for one year taught, sort of gets around that. Which might be why they maintain a strong teaching force, without that much turnover. Which increases my real estate taxes because the good schools are something that draws families, along with our closeness to DC and the superb access to public transportation. My taxes go up because the value of my home goes up. The schools are a large part of that.

What is happening in Wisconsin and other states, if it goes unchecked, will destroy much of value in this country. It will start with schools, already a target. It will affect other public service employees. It will bleed into the private sector as well, depressing wages for everyone, and exacerbating the increasing economic inequity in this nation.

I am a union rep because I understand this, because I can speak - and write - to it.

I am a union rep because my fellow teachers trust me to keep them informed, to make sure their interests are represented fairly, both within the building and within the very large (over 130,000 students) school district.

I stand with my sisters and brothers in Wisconsin, in Indiana, in Florida, in Michigan, in all the places they are under attack.

Today many of us are speaking out. We are writing. We are wearing red.

Today we express our solidarity.

It is not YET too late to take back our country, to save our public institutions, and thereby save the middle class.

Not YET. But time is running out.

Save Our Schools March - who we are, part 1.

Last Sunday, January 23, I introduced you to Save Our Schools March and National Call to Action, where I told you that

For the future of our children,
we demand the following . . .


* Equitable funding for all public school communities

* An end to high stakes testing for student, teacher, and school evaluation

* Teacher and community leadership in forming public education policies


and that the date of the event was July 28-31, 2011.

Starting today, I will begin to introduce you to some of the key people organizing the event, and explain why we are committing our time and energy to this important effort to save our schools.

Today I would like you to meet Katherine Cox.

From our About page you can learn that

Katherine McBride Cox, who grew up in Louisiana, initially began her career as a college English instructor. She recently retired after 35 years as an educator in Arizona where she was a classroom teacher, an elementary principal, and a high school principal. She developed a nationally recognized career education program for 5th and 6th graders called Window on the World. She taught self-contained gifted students for eight years and later worked with at-risk middle school students. She also served as an instructional coach, coaching other teachers. She serves on the Information Coordination Committee and the Blogging/Social Networking Sub-Committee.


I asked Katherine why she was volunteering in this effort. She told me the following:

When No Child Left Behind was passed, I was not as wise as others.

Arizona is one of the most poorly funded states in the nation as far as K-12 education goes. I was glad that we would be getting additional monies.

It took me awhile to see that we had made a pact with the devil. Standards actually were lowered because the state had to make the new state tests easier year after year in order to get enough students to graduate. The tests became meaningless, yet schools were ranked according to their test scores.

In order to get the excelling label, principals were telling teachers to drill and kill on the subjects tested – reading, math and writing – and to neglect science, social studies, p.e. and the arts. In the past, at least 75% of our students were on grade level or better. Now I could see that the top 75% of our students were getting a worse education than these students had received before NCLB.

As a high school principal, I could see a train wreck heading down the track. If freshmen had not had 4th grade geology – the rock cycle, including sedimentary, metamorphic, and igneous rock or 5th grade human body systems -- were we supposed to introduce these concepts for the first time to freshmen in biology and physical science classes?

Learning became tedious for students and teachers alike. No longer were we attempting to ignite fires in the minds of our students. I ended up retiring in December of 2009 and set up my website, In the Trenches with School Reform.

I began following teacherken on Daily Kos, as well as bloggers such as Anthony Cody, Nancy Flanagan, and Valerie Strauss. I continually said in my blog – I’m tired of talk. Others like me have been talking and explaining for years. It’s time to take action.

Anthony Cody and Victoria Young made contact with me and eventually I was asked to join this group. I was delighted to be asked to help.

I had spent 35 years as a teacher and principal trying to make our schools better and better. For a long time, I believe I succeeded. After NCLB came along, it seemed that my life’s work had been for nothing. Everything I had helped build was dismantled. For what? I knew that we had fallen into the rabbit hole where everything is upside down and nothing makes sense.

I’m in this battle to take our schools back and make them better. But first we must wrestle them away from the likes of the Michelle Rhees and Bill Gates of the world – and the grip of the federal government.


Katherine is just one those dedicated to the well-being our our students and health of our public schools who has stepped up to the challenges we face.

The problem with NBC's Education Nation - where are the voices of parents and teachers?

Beginning Sunday, Sept. 26, NBC will be broadcasting a national "Summit" on education, which it has titled Education Nation. There will be panel discussions, an exhibit hall, and it will begin with an electronic town hall with Brian Williams, broadcast live at 12 Noon EDT (so much for people on the West Coast who might be attending religious services). NBC hopes to have several hundred thousand teachers signed up for that town hall.

In theory, one might think what NBC is doing is good - it is a focus on education as a national priority. In practice there are some serious concerns which have already been expressed publicly as well as in numerous communications to people responsible for organizing the event.

Perhaps the most significant concern is this - there are many voices being included, but the voices of parents and teachers are surprisingly not considered a significant part of setting the agenda.

On September 13, NBC issued a press release in which it announced the confirmed speakers to date. Here is that list as presented:

For many of us, that list was more than a little unbalanced, and illustrates much of what is wrong with discussions of education policy in this nation. There are many corporate executives, there are people from educational policy organizations, there are politicians, there are foundations. There are journalists. Many of these lack any real knowledge about education, or are well known for pushing a particular view of education to the exclusion of any other.

There are more than 30 names. Of these two are from parent organizations, and there is one representative from the smaller of the two national teachers unions.

Where are the voices of parents?

Where are the voices of those actually teaching?

I have been privy to an exchange of emails between some notable people who raised these concerns and those responsible for recruitment and outreach.

I know that there were strong urgings to reach out to teacher leaders. As far as I can tell, most of those whose names were suggested - and emails were provided - were NOT contacted from the side of NBC. I know, because mine was a name on that list.

I would not necessarily expect to be included on such a list. My one recent teaching award is probably not of a great enough significance to justify inviting me, and my feelings are not hurt.

But why is the first name we see the head of a for-profit university, yet we see no current classroom teachers?

Let's take the presence of the University of Phoenix, and several of the other people on that list. Perhaps it can be explained in part by looking at the sponsors of the event. You can find the list on the website, but let me save you the time:

The commitment that NBC is making is notable. The corporate and foundation commitment might be commendable. But I cannot resist making some remarks about that list.

About the Members Project, they have funded two education initiatives this year, Donorschoose.org and Jumpstart for Young Children, based on the votes of those who have American Express Cards. They do not have a person among the speakers, which is probably appropriate.

University of Phoenix is a SPONSOR - and for this they get one of the speaking slots?

The foundations of Gates and Broad have been putting a lot of money into education. They have thereby become major players, able to shape many policy initiatives to their perspective. Some of the efforts might be positive, but there has been a tendency for that point of view to crowd any that might be critical of their efforts, which include things such as Teach for America (note the presence of Wendy Kopp among the speakers, and remember that Michelle Rhee is a TFA alumna) and New Leaders for New Schools. Diane Ravitch uses the term "Billionaire Boys Club" to question the influence of such foundations upon American educational policy.

Why is Stephen Brill one of about thirty speakers and no classroom teacher is?

Why do we not have the voice of say the immediate past National Teacher of the Year, Anthony Mullen, or even the current National Teacher of the Year, Sarah Brown Wessling? To be NTOY one is not only an excellent teacher, but expected to serve as spokesperson for the nation's teachers. Surely one, or better both, of these fine teachers could have been included.

I have not yet done so. I do not know if I will. I am unwilling to serve as passive wallpaper that can be used to claim support for an effort with which I have serious problems.

One can submit a question to be discussed. It is not clear to me how those questions will be screened. I worry that those that might challenge the underlying assumptions of the summit will be excluded.

I looked at the mission statement for Education Nation. It is appropriate to note our high dropout rate. As I have written before, I think the emphasis on international comparisons demonstrates a misunderstanding of what those comparisons represent. I find too great an emphasis on the economic purposes of education and a total lack of the role of education in preparing a person to be a citizen in a democratic republic. Given the importance of civic participation in a functioning democratic system, I immediately wondered why Sandra Day O'Connor was not an included speaker, given how hard she has worked to raise the issue of civic education?

It is nice that there is a president of a teachers union, albeit the smaller one. I know that the NEA president will be participating in one of the 11 announced panels. But teachers are not their unions. Some of us may even be union activists but feel that our unions do not address some of the real issues we believe need to be addressed. Having one union president and so many corporate types does not allow even for the raising of many of the concerns of teachers, which go far beyond issues of teacher pay and evaluation. I have read and heard that the presence of Randi may be to set her up as illustrative of teachers and their unions as obstructionist to real reform.

There are real issues in American education that need to be addressed. We can read about them in the mission statement. We can see that they are supposedly addressed in the panels.

Supposedly. But too many points of view are not included.

Why is there no representation from people who do Montessori work, which has been proven to be very effective?

Some of the organizations and individuals present have supported the work of the National Board for Professional Teaching Standards. Why is there no representation from that organization. For example, why not invite Jolynn Tarwater, the current National Board Certified Teacher in Residence?

The National PTA organization should be included. It is good that Mom Congress has a representative. That is 2 there representing parents. Against that consider there are four mayors and three governors; and top executives of Netflix, the Aspen Institute, and State Farm Insurance, and the former CEO of AOL. Pray tell, why are these voices more important than those of parents?

Or perhaps we can look at those selected to represent the administrators of schools. We see Joel Klein and Michelle Rhee. They represent ONE viewpoint of how schools should be organized and run. And by the way, the data does not support that either has been all that successful, and in the case of Rhee her approach was just fairly strongly rejected in the primary defeat of her boss Mayor Adrian Fenty of Washington. There have been superintendents with notable success who take a far different approach to educational reform. Where for example is the likes of Carl Cohn, who had notable success in Long Beach, CA?

I cannot tell people how to approach this effort by NBC. I only know that I am skeptical. I may watch the town hall with teachers, but as of now I do not plan to sign up. I am unwilling to provide that kind of validation for something I viewed as at a minimum flawed, and at worst destructive of really addressing the needs of our schools and teachers.

I'd like you to imagine the following. Suppose we are going to have a national summit on health care. Do you not suppose that a substantial number of the voices included would be from professionals in health care, including doctors and nurses? Would you have 3 people with just the head of the AMA to represent doctors?

Or how about legal reform - would not lawyers scream if such a conference were organized without a substantial portion of the main participants being members of the profession representing the range of opinions within the legal field?

Why then is it when it comes to education that people think it is appropriate to have major discussions about education without fair inclusion of the voices of those who bear the greatest burden for the education of our children, the parents and the teachers?

I hope that despite the flaws I see in the organization of this effort some good comes out of it. I fear that it is yet another example of driving educational policy while excluding voices that should be a major part of the discussion. Perhaps the town hall will at least provide some audience for the concerns of teachers, if the questions addressed represent the full range of views and concerns.

I hope I am wrong.

I fear that I may not be.

I worry that this event will yet again mean that teachers - and parents - are excluded from meaningful participation in the shaping of educational policy.

Starting next week, we will see.

And there is time for NBC to work to provide greater balance than what we have so far seen.
